1. TOWN CLERK - JOB DESCRIPTION
The Town Clerk will perform the following duties under the direction of Council:
1. Has the custody of the seal of the Council and shall have it affixed to those
documents that are required by Council.
2. Shall ensure the following is recorded:
a. The attendance at and proceedings of the Council and its Committees.
b. The resolutions/motions passed by Council.
c. If required by a Councillor present at the meeting, enter the votes on a
resolution given.
3. Shall issue the permits, certificates, licences, notices and other official
documents in accordance with procedures adopted by Council.
4. Shall assume the following duties and responsibilities of Treasurer:
a. Arrange for the safekeeping of all funds and securities of the
municipality;
b. Receive all money paid to the municipality and disburse funds of the
municipality in accordance with procedures established by the Council;
c. Keep and maintain records of all financial transactions of the
municipality in accordance with accepted public accounting practices;
d. Be responsible for the preparation of financial statements and reports
relating to the financial affairs of the municipality;
e. Within a month of the end of the fiscal year, prepare a full and detailed
balance sheet and a statement of revenues and expenditures; and
f. Carry out other duties that may be assigned by the Council.
5. Shall direct the preparation of the municipal budget on an annual and otherwise
required basis under the direction of the Council as well as make recommendations
concerning the budget to the Council.
6. Shall supervise the collection of revenues and administer expenditures as directed
by Council.
7. Ensure all taxpayers are called to arrange time of payment, follow up, and
initiate action to cut services.
8. Ensure that a diary is kept of collection calls and responses.
9. The Town Clerk shall have all tax paying customers names as well as account
numbers. These account numbers shall be referred to when making request to Council, e.g.,
exemptions, permits.
10. The clerk shall be responsible for all tax collection.
* At the beginning of each fiscal year the Town Clerk shall prepare and send
out invoices to all taxpayers; add interest at 2% from the previous year starting May 1st,
for persons/businesses in arrears for the previous year/years.
* The Town Clerk shall not waiver this interest without prior approval from
Council.
* The Town Clerk shall give written notice to persons in arrears giving them
30 days to make arrangements for payments.
* The Town Clerk shall continue to make monthly calls and log these calls
for customers who are in arrears.
11. The clerk shall document all complaints and bring to the next regular meeting with
a report of the person whom the complaint was from and what action was taken. If the
complaint requires immediate attention the clerk shall notify the Mayor or delegate to
call a meeting.
12. Town Clerk may issue a permit for general repairs (painting, fence repairs, repair
to clapboard) within the Heritage District without going to the Heritage Committee if
he/she is certain that the work to be carried out by the owner is only for general
repairs. Request for general repair permits outside the Historic District shall be issued
by the Town Clerk.
All building permits must first be approved by Council at a regular meeting.
Building permits outside of the Towns sewer system will not be issued by Council without
prior approval from the Department of Health of an approved septic system.
All request for building permits in the Historic District must go before the
Heritage Committee and then be referred to Council at a regular meeting.
13. Shall carry out the duties and exercise the other powers that may be assigned by
the Manager, or where there is no Manager, by the Mayor for Council and/or Council.
2. HOURS OF WORK
(A) The schedule work week shall be 40 hours of work.
(B) Time off with pay will be permitted to the Town Clerk to attend seminars pertaining to his/her employment with prior approval from Council.
(C) All time worked over 40 hours per week shall be compensated at a rate of time and a half (1 ) per hour or granted time off in lieu of pay.
3. ANNUAL LEAVE
The Town Clerk shall be entitled to the following annual vacation leave:

For each 2 years worked over 20 years shall be granted 1 extra day.
Annual Leave may be taken, with prior approval of Council.
4. SICK LEAVE
(A) Sick/family responsibility leave shall not exceed (7) seven days per year and shall be granted at the regular hourly rate of pay during the period of illness.
(B) Following absence for more than (1) one day, a medical note is to be provided by the Town Clerk.
5. BEREAVEMENT LEAVE
(A) In the case of the death of an employees Mother, Father, Brother, Sister, Child, Spouse, Legal Guardian, Common-Law Spouse, Grandmother, Grandfather, Father-in-Law, Mother-in-Law, Son-in-Law, Daughter-in-Law, Brother-in-Law, Sister-in-Law, or Grandchild, (3) three consecutive days of leave are to be given .
(B) The days of leave of absence for which the employee shall receive pay will be limited to those days on which the employee is scheduled to work and that the funeral is attended.
(C) Council is to be notified as soon as possible if such leave is to be taken.
6. STATUTORY HOLIDAYS
(A) Christmas Eve to January 2

Should any of the above holidays fall on a weekend the Town Clerk is to take the following work day as the holiday.
(B) Work performed on statutory holidays will be time off at the rate of time and a half (1 ) for each hour worked.
7. TERMINATION OF EMPLOYMENT
The Town Clerk is required to give (10) ten working days notice to Council prior to leaving the position and Council is required to do the same should it be deiced to terminate employment.
8. TRAVEL
Daily Meal Rates
Breakfast $10.00 Leave before 7:00 a.m.
Lunch $12.00 Leave before 12:00 noon
Dinner $18.25 Away after 5:00 p.m.
Travel - Use of Own Vehicle
34 cents per kilometer
Rates are to be reviewed on an annual basis.
9. EMPLOYEE RULES
The Council retains the right to discipline the Town Clerk for just cause. The following disciplinary offenses violated during working hours will be cause for disciplinary action as indicated below:
(A) Town Clerk to be at his/her place of work, dressed appropriately and ready for work at designated starting time.
(B) Town Clerk to work until designated closing time.
(C) When the Town Clerk becomes sick on the job and has to leave work he or she must report to a member of Council.
(D) A medical note is required if the Town Clerk is off sick for more then one day.
(E) Consistent incompetent or inefficient performance.
(F) Covering up or attempting to conceal work, removing or destroying the same without permission.
(G) Failure to delay in carrying out orders, work assignments, or instructions from all of Council.
(H) Loafing, wasting time or inattention to duty.
(I) Leaving work at any time during working hours unless for work requirements.
(J) Unauthorized absent of work days.
10. DISCIPLINE
The Town Clerk will be given a verbal notice of discipline by all of Council for the first time that notice has to be given to be followed by a written notice if the problem persists and the final result will be dismissal.
11. PAY SCALES & SALARIES
(A) The Town Clerks hourly rate will not be reduced.
(B) The Town Clerks work week will be 40 hours and will not be reduced unless the budget can no longer sustain this level of operation or all of Council deems this length of work time is no longer required.
(C) The Town Clerks salary will be reviewed each year by the Finance Committee who will recommend an increase, should the budget allow for one to be granted, to Council.
